หมู่บ้านสันติคิรี เดิมชื่อ บ้านแม่สลองนอก เป็นชุมชนผู้อพยพจากทหารจีนคณะชาติ กองพล 93 (ก๊กหมินตั๋ง) ซึ่งอยู่ตามตะเข็บชายแดน ไทย - พม่า อพยพเข้ามาในเขตไทย จำนวน 2 กองพัน คือ กองพันที่ 3 เข้ามาอยู่ที่ อ.ฝาง เชียงใหม่ และ กองพันที่ 5 เข้ามาอยู่ที่หมู่บ้านแม่สลองนอก ตั้งแต่ ปี พ.ศ. 2504 ดอยแม่สลองในยุคแรกๆ มีปัญหาเรื่องยาเสพติด และกองกำลังติดอาวุธมาตลอด ทางการไทยได้พยายามแก้ปัญหาต่างๆ และโอนกองกำลังเหล่านี้มาอยู่ในความดูแลของกองบัญชาการทหารสูงสุด
